New! FFN Provider Enrollment and Payment Reimbursement
This FAQ provides guidance for Family, Friend, or Neighbor (FFN) providers regarding enrollment requirements for the Child Care and Development Program (CCDP). It outlines the steps needed to become an approved provider, important deadlines, and key policies related to eligibility and reimbursement, and ongoing requirements.
A Family, Friend, or Neighbor (FFN) provider is an individual who cares for up to four children without a child care license. FFN providers may be relatives or non-relatives and may provide care:

In the child’s home (in-home), or
-
In the provider’s home (out-of-home)
In-home providers must care for at least two subsidy children to be eligible.
Family, Friend, or Neighbor (FFN) providers must complete the full Child Care and Development Program (CCDP) enrollment process before being enrolled.
Providers who have not completed all requirements are not eligible for payment.
Reimbursement begins only after all enrollment requirements have been completed and verified.
Services provided before approval are the financial responsibility of the family and will not be reimbursed.
1. Complete the Provider Registration Packet
This includes:

Provider Registration Form

Provider Payment Option Form
-
W-9 (Request for Taxpayer Identification Number)

Provider Service Agreement
2. Submit required documentation and meet eligibility requirements
You must:
-
Be at least 18 years old
-
Provide a valid photo ID and Social Security card
-
Verify your home address
-
Be a U.S. citizen or lawful permanent resident
-
Have a working telephone at the care location
-
Maintain required child immunization records
-
Report any public assistance received
3. Complete background requirements
You must:
-
Complete a Background Disclosure Form
-
Pass a background check
Background checks are required for:
-
The provider, and
-
All household members age 14 and older, and
-
Any non-household members who have access to children in care
4. Complete required Health & Safety trainings
All FFN providers must complete required trainings within 60 days through The Nevada Registry, including:

Prevention and control of infectious diseases
-
Safe sleep practices and SIDS prevention
-
Shaken Baby Syndrome and abusive head trauma prevention
-
Recognition and reporting of child abuse and neglect
-
Medication administration
-
Food allergy and emergency response
-
Building and premises safety
-
Emergency preparedness
-
Hazardous materials handling
-
Transportation safety (if applicable)
-
Pediatric First Aid and CPR
-
Nutrition and physical activity training is optional.
5. Complete required forms and agreements

Parent/Provider Agreement
6. Complete a home visit
A home visit (scheduled or unannounced) must be completed within 45 calendar days of enrollment. Providers must meet health and safety standards.
Out-of-home non-relative providers must also provide a negative TB test or a health statement from a medical professional at enrollment
7. Register for payment
All providers must register as a vendor with the State of Nevada Controller’s Office to receive an Electronic Funds Transfer (EFT) vendor number.
8. Follow all applicable city, county, and state laws for license exempt child care providers.
You will be given up to 30 calendar days to correct any issues.
You must:

Submit a written Plan of Correction

Provide documentation showing corrections have been made
-
A follow-up visit may be required.
If corrections are not made within the required timeframe, the provider may not be enrolled or will be terminated from the program.
Once enrolled, FFN providers must:

Complete 24 hours of early childhood training annually
-
Participate in at least one home visit each year (scheduled or unannounced)
Out-of-home non-relative providers must:

Provide an updated TB test or health statement every two years
